Workforce Investment Act Information | Historical Reference

The Department of Labor, Employment and Training Administration has issued the Workforce Investment Act: Final Rule on August 11, 2000. The Final Rule is effective on September 11, 2000. These regulations implement the provisions of titles I, III and V of the Workforce Investment Act of 1998. In addition, the regulations set forth the rights, responsibilities and conditions under which State and local governments may receive funding and provides guidance for statewide and local workforce investment systems. Primarily, to increase the employment, retention and earnings of participants, and increase occupational skill attainment by participants, and as a result, improve the quality of the workforce, reduce welfare dependency, and enhance the Nation's productivity and competitiveness.

WIA Title I Interim Final Rule

The Department of Labor issued Interim Final Rule which were effective May 17, 1999 providing implementation provisions for Titles I, III and V of the Workforce Investment Act of 1998. Through these regulations, the first major reform of the job training system is being implemented. The Department of Labor invited comments on the regulations, which were considered in the development of the "Final" Rule.
