Rehabilitation Council of Texas 2014 Annual Report

RCT Committees

 

The following committees are composed of volunteers from the Rehabilitation Council of Texas (RCT) membership and work with a consumer-driven focus to honor the mission of the RCT.

The Executive Committee:

  • Develops RCT agendas for meetings.
  • Reviews the council budget, bylaws, and amendments.
  • Coordinates training and speakers for RCT meeting.
  • Relays committee information to DARS assistant commissioners.
  • Develops and revises public relations materials such as brochures, annual reports, and the RCT website.
  • Identifies members’ responsibilities and job descriptions.
  • Is composed of the RCT chair, vicechair, and all other committee chairs.

Consumer Satisfaction
and Needs Assessment Committee:

  • Reviews the quarterly consumer satisfaction survey results from DRS and DBS as well as other indicators of consumer satisfaction with service delivery.
  • Addresses service concerns that appear to be trends and considers solutions to improve those services.
  • In partnership with DARS, is responsible for steering a statewide needs assessment every three years and actively engaging in the evaluation process and in making recommendations based on the results.
  • Monitors the community rehabilitation program report card project.
  • Is composed of RCT members and DARS staff.

Planning and Review Committee:

  • Sets goals and priorities for the State Plans for the Vocational Rehabilitation Services Program and reviews its progress. This work by the committee includes:
    • submitting recommendations to the DARS Division for Rehabilitation Services (DRS) and the Division for Blind Services (DBS) on improving services and strategies for achieving successful employment outcomes of eligible individuals with disabilities;
    • analyzing ongoing reports on the progress made in attaining state plan goals and priorities; reviewing annual program performance levels for the evaluation standards and performance indicators; and
    • coordinating public forums to get feedback from consumers and other stakeholders on state plan proposals.
  • Is composed of the entire RCT.

Education and Membership Committee:

  • Follows legislation at the federal and state levels and helps educate RCT members about legislation affecting people with disabilities and how RCT might best represent their interests and address related issues.
  • Recommends new RCT members to the governor’s office and assures that members have a seamless transition that includes new member orientation, new member training, and current member refresher training as necessary.
  • Primary goal is to ensure that members are familiar with their responsibilities on the RCT, including recommending mentors.
  • Is composed of RCT members and DARS staff.

Policy, Procedure and Personnel Development Committee:

  • Reviews and comments on policy changes with DRS and DBS and reviews consumer appeal decisions and policies for continued effectiveness with DRS and DBS.
  • Reviews the Comprehensive System for Personnel Development and the training offered for both DRS and DBS staff.
  • Monitors procedure changes, staff turnover rate, and the Impartial Hearing Officer selection process.
  • Is composed of RCT members and DARS staff.
