Responsibilities and Functions

The Rehabilitation Council of Texas (RCT) works in partnership with DARS Division for Blind Services (DBS) and Division for Rehabilitation Services (DRS) to optimize vocational rehabilitation (VR) services that promote independent living and results in employment for Texans with disabilities. The RCT works jointly with DARS to develop VR services and programs that meet the needs of Texans with disabilities.

The RCT’s responsibilities and functions include:

  • Review, analyze, and advise DRS and DBS regarding their VR performance and responsibilities related to eligibility, including evaluating the need for order of selection, effectiveness of services provided, and functions performed by state agencies that affect the employment of individuals with disabilities.
  • Partner with DBS and DRS to develop, agree to, and review annually the VR goals and priorities. The RCT, DBS, and DRS evaluate the effectiveness of the VR program and submit reports of progress to the Rehabilitation Services Administration (RSA) commissioner.
  • Advise DARS, DRS, and DBS regarding their VR activities and assist in the preparation of the state plan and amendments to the plan, applications, reports, needs assessments, and evaluations. The RCT is responsible for developing the Attachment 4.2(c) of the State Plans for the Vocational Rehabilitation Services Program.

This attachment is based on RCT’s dialogue with DRS and DBS throughout the year, data received from both divisions, and RCT committee reports.

  • Conduct a review and analysis of the effectiveness and consumer satisfaction with VR services, including the employment outcomes achieved by eligible individuals. At least every three years, include an assessment of the VR needs of Texans with disabilities.
  • Prepare an annual report on the status of VR programs in the state and submit it to the governor and RSA commissioner. This report highlights the goals and achievements of the VR program, the council’s accomplishments for the year, VR program statistics, and VR client success stories.
  • Coordinate and establish working relationships between DARS, DBS, DRS, and the State Independent Living Council (SILC) and centers for independent living in Texas.
  • Coordinate activities with other councils to avoid duplication of efforts and increase the number of individuals served.
  • Perform other functions consistent with VR services deemed appropriate by the RCT.
