Rehabilitation Council of Texas 2015 Annual Report

RCT Committees

Speakers at a committee meetingThe following committees make it possible for the Rehabilitation Council of Texas (RCT) to achieve its mission to work in partnership with Texas Department of Assistive and Rehabilitative Services (DARS) Division for Rehabilitation Services (DRS) and Division for Blind Services (DBS) to help Texans with disabilities in the Vocational Rehabilitation (VR) process. Committees are composed of RCT members who volunteer to facilitate the functions of each committee, as described below.

The Executive Committee:

Committee Chair: Martha Garber, M.Ed., LPC-S, LMFT

Composed of the RCT chair, vice chair and all other committee chairs

  • Develops the RCT agenda for meetings.
  • Reviews the council budget, bylaws and amendments.
  • Coordinates training and speakers for RCT meetings.
  • Relays committee information to DARS assistant commissioners.
  • Develops and revises public materials such as the RCT annual report, brochures and website.
  • Identifies members' responsibilities and job descriptions.

Consumer Satisfaction
and Needs Assessment Committee:

Committee Chair: Joe Tims

Composed of the RCT members and DARS staff

  • Reviews consumer satisfaction indicators, including quarterly consumer satisfaction survey results from the DRS and DBS VR programs.
  • Addresses service concerns and considers solutions to improve services.
  • In partnership with DARS, steers a statewide needs assessment every three years and actively engages in the evaluation process and in making recommendations based on the results.
  • Monitors the community rehabilitation program report card project.

Planning and Review Committee:

Committee Chair: Rene Gonzalez, Ph.D.

Composed of all RCT members and DARS staff

  • Sets goals and priorities for the Combined State Plan for the VR programs and reviews progress.
  • Submits recommendations and strategies for ensuring that VR services effectively assist eligible individuals with disabilities to achieve successful employment outcomes.
  • Analyzes progress made toward meeting state plan goals and priorities and reviews annual program performance levels for evaluation standards and performance indicators.
  • Provides opportunity for feedback from stakeholders and consumers on state plan proposals and at public meetings.

Education and Membership Committee:

Committee Chair: Mark Schroeder

Composed of RCT members and DARS staff

  • Educates RCT members about federal and state legislation and related issues affecting people with disabilities and how RCT might best represent their interests.
  • Recommends new RCT members to the governor's office and assures that members have a seamless transition that includes new member orientation, new member training and current member refresher training as necessary.
  • Ensures that members are familiar with responsibilities and recommends mentors.

Policy, Procedure and Personnel Development Committee:

Committee Chair: Karen Stanfill

Composed of RCT members and DARS staff

  • Reviews and comments on changes to DRS and DBS program policy and oversees the area of consumer appeals for continued effectiveness.
  • Reviews the Comprehensive System for Personnel Development and the training offered for DRS and DBS staff.
  • Monitors procedure changes, staff turnover rate and the Impartial Hearing Officer selection process.
