The purpose of this summary is to outline changes to the Standards Manual for Consumer Services Contract Providers.

Revisions Effective April 3, 2006

MANUAL CHAPTER DESCRIPTION OF CHANGE
Global Changes

Change Consumer Procurement supervisor to Consumer Procurement lead purchaser.

This change also affects the Assistive Technology Trainer Guidelines and Procedures Manual. Please note, however, that the Assistive Technology Trainer Guidelines and Procedures Manual has no other changes.

Section 1.5.4 Service Provider's Standard of Conduct, clarified written documentation standards.
Section 1.5.5 Enrollment Process for New Providers, consolidated and portions reallocated to Consumer Procurement Lead Purchaser.
Section 1.6.3

Transporting DBS Consumers, deleted the following:

"Each provider must ensure that any person who transports DBS consumers has a valid driver's license and a good driving record."

Section 1.6.4 Additional Requirements, in Fraud, Waste, and Abuse, added that policies must be written.
Section 1.6.4 Additional Requirements, in Documenting Staff Qualifications, deleted requirement to provide proof of citizenship or right to work in the United States.
Section 1.8.12 Designated Smoking Area, reworded to

"If smoking is permitted on provider's premises, smoking areas must be designated."

Section 3.3.1 Travel Reimbursement, updated as follows:
  • Total claimed for travel also must be included on the provider's invoice for services provided.
  • Mileage increased to $.55 per mile.
  • Meals and lodging will be reimbursed up to a maximum of state rate.
Section 3.4 Invoices, updated as follows:
  • Invoices may now be accepted via email, fax, or mail.
  • DBS caseload number no longer required on provider's invoice.
  • old 3.4.3, Submitting the Invoice, deleted.
  • in new 3.4.3 (now 3.4.3), If the Invoice Is Inaccurate, revised to say "provider is notified as soon as an error is realized, but no later than 21 calendar days following receipt of the original invoice."
Section 4.5 Failure to Meet Contract Standards, added the following:

"Failure to meet standards may also result in recoupment of funds."

Section 5.2.3 Assistive Technology Training, deleted Individualized Assistive Technology Plan, subsection and all references to Assistive Technology Plan (ATP).
Section 5.3.2 Independent Living Trainer Qualifications, updated as follows:
  • Potential providers must have presentation of written scenarios and/or hands-on skills demonstrations.
  • DARS2890, Independent Living Skills Comprehensive Assessment, deleted and replaced by DARS2954, Comprehensive Assessment for IL Skills.
Section 5.11 Orientation and Mobility, updated as follows:
  • Revised qualifications for degreed and non-degree providers.
  • Added requirements for interns.
  • Added DARS2922, Weekly Internship Observation.
  • Added DARS2923, Internship Performance Evaluation.
  • in Additional Qualification Requirements, added requirement for provider to attend Texas Confidence Builders before providing services.
  • in Service Delivery Methodology, updated extensively.
  • DARS2921, Monthly Progress Report, updated requirements.
Section 5.12 Supported Employment Services, updated as follows:
  • Terminology of services provided changed throughout (e.g., "Long Term" is now "Extended").
  • in Supported Employment Services Agreement, content clarified.
  • in Co-Workers as Job Coaches, "job coaches" changed to "job skills trainers."

Section 5.7.3 Service Delivery, changed job readiness training hours from 15 to 20.
Section 5.9.2 Qualifications, in Education, Training, and Experience, changed certifying agency to American Association of Diabetes Educators (AADE), added note that other healthcare providers require Diabetes Program Specialist recommendation and that provider must have copy of current nursing license or AADE certification.
Section 5.9.2 Qualifications, in Required Training, specified requirement to attend Texas Confidence Builders training.
Section 5.9.2 Qualifications, added Group Training subsection.
Section 5.9.2 Qualifications, in Blood Glucose Meter, changed subsection title, and added "non-talking" and requirement for Diabetes Program Specialist approval prior to training of any meter not recommended by DBS.
Section 5.9.3 Service Delivery, in Assessment, added "employment aspects of diabetes" and use of DARS2901, Pre/Post Assessment.
Section 5.9.3 Service Delivery, in Diabetes Self-Management Education Program, added "visual" to training techniques.
Section 5.9.3 Service Delivery, in Follow-Up Services, added requirement to report using DARS2888, Diabetes Self-Management Education Services Initial Assessment, and DARS2901, Pre/Post Assessment.
Section 5.9.3 Service Delivery, in Documenting Diabetes Self-Management Education Services, deleted paragraph on submitting DARS2884, Diabetes Self-Management Education Services Evaluation/Training Report, along with DARS2880, Monthly Activity Report.
Section 5.9.3 Service Delivery, added Similar Benefit Reimbursement section to explain accessing Medicare benefits, if consumer meets economic criteria.
Section 5.11.2 Qualifications, in Intern Requirements, added "or approved training with the DBS O&M consultant" to list of requirements.
