The Texas Rising Star (TRS) Workgroup was established by House Bill 376 (HB 376), enacted by the 83rd Texas Legislature, for the purpose of reviewing the TRS child care provider certification program guidelines and providing recommendations to the Texas Workforce Commission. The group’s recommendations are due no later than May 2014.

On October 7, 2014, the Commission approved the following proposed rules:
The approved proposed rules will be published in the Texas Register on or about October 24, 2014. Public comments must be received or postmarked by November 24, 2014.
Opportunity for Public Comments: On November 4, 2014, the Commission approved the discussion paper on Child Care Services Texas Rising Star Program Guidelines.
