Skills Development — Program Overview

Skills Development is Texas’ premier job-training program. Skills Development provides grants to community and technical colleges to provide customized job training programs for businesses who want to train new workers or upgrade the skills of their existing workforce.

Customers

Skills Development helps:

• Businesses and employers create new jobs and improve the skills of their current workforce
• Job seekers and employees acquire new skills or upgrade existing skills to advance their careers

A business, consortium of businesses, or trade union identifies a training need, and then partners with a public community or technical college to fill its specific needs. Businesses work with college partners to submit proposals, develop curricula and conduct training. The Skills Development Fund pays for the training, and the college administers the grant.

Authority & Funding

Skills Development is administered by the Texas Workforce Commission, and success is achieved through collaboration with businesses, public community and technical colleges, Workforce Development Boards and economic development partners.

The program is funded by appropriations from the Texas Legislature.

The program is governed by the following rules and regulations:

• Texas Administrative Code, Title 40, Part 20, Chapter 803
• Texas Labor Code, Chapter 303
