This session covers standards for the acquisition, use, management and disposition of equipment, supplies and intangible property acquired with grant funds. It also covers selected program-specific requirements and property-related cost principles.

9:30 – 10:20 a.m. Procurement Standards, Part I General Session

Presenter: Jenny Noren, Financial Initiatives, TWC

This is the first of a two-part session that discusses procurement standards. Topics include competition, standards of conduct and conflicts of interest, use of historically underutilized businesses, procurement procedures, avoiding unnecessary and duplicative purchases, procurement thresholds and procurement methods, independent cost estimates and cost/price analysis, suspension and debarment, and unallowable contract types, and others. Grantees will also include grantee responsibilities for subawards that they make.
