Texas Workforce Commission

Purpose

Texas Workforce Commission (TWC) is the state agency charged with overseeing and providing workforce development services to employers and job seekers of Texas. TWC strengthens the Texas economy by providing the workforce development component of the Governor's economic development strategy. Texas boasts an incredibly skilled workforce ready to attract enterprise to the Lone Star State. Mission

Our mission is to promote and support an effective workforce system that offers employers, individuals and communities the opportunity to achieve and sustain economic prosperity. Our TWC Mission, Vision and Philosophy give more information about our goals and core beliefs.

Organization

The Commission is the governing body of the Texas Workforce Commission, comprised of three commissioners appointed by the Governor, one each representing employers, labor and the public.

The Agency is presided over by the Commission and administered by the Executive Director to operate an integrated workforce development system and administer the unemployment benefits program in Texas.

TWC is part of Texas Workforce Solutions, a local and statewide network comprised of the agency, 28 workforce development boards, and their contracted service providers and community partners. This network gives customers local access to workforce solutions and statewide services at numerous Workforce Solutions offices. TWC provides unemployment benefits services through six Tele-Centers and administers unemployment tax through numerous local tax offices.

TWC's Civil Rights Division is governed by its own set of commissioners. The Commission on Human Rights establishes policies for the division and supervises the director in administering the activities of the division. The Commission on Human Rights is the state authority established as a fair employment practice agency.

Major Functions

The major functions of TWC include developing the workforce, providing support services including child care for targeted populations participating in workforce training, and administering the unemployment benefits and tax programs. TWC also provides information and analysis on shifts in occupations and industries within the state.

Workforce development includes the oversight and support of an employer-driven, integrated system that consolidates employment, job training, and work-related services including the regulation of career schools.

The Unemployment Benefits program, funded through employer taxes, provides temporary income to workers who have lost their jobs through no fault of their own. TWC collects unemployment taxes from liable employers and pays unemployment benefits to qualified claimants. TWC has a formal appeal procedure to address claim issues and employer's tax liability, contribution or reimbursement disputes.

For employers, we offer recruiting, training and retraining, outplacement services, and valuable information on employment law and labor market trends and statistics.

For job seekers, we offer career development information, job-search resources, training programs and, as appropriate, unemployment benefits. While targeted populations receive intensive assistance to overcome barriers to employment, all Texans can benefit from the services offered by the partners of Texas Workforce Solutions.

Funding

Most of the TWC budget is funded through federal sources. TWC provides grants, through allocation formulas, to workforce development boards that plan and administer Workforce Investment Act (WIA), (TANF) Choices, Employment Services, Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T), child care and other workforce and support services.

Employer-paid state unemployment taxes and reimbursements pay for state unemployment benefits. The U.S. Department of Labor allocates funds from the Federal Unemployment Tax (FUTA) to the states to pay for administrative and operational costs.

Texas Workforce Solutions

Texas Workforce Solutions comprises the Texas Workforce Commission, a statewide network of 28 Workforce Development Boards (Boards) for regional planning and service delivery, their contracted service providers and community partners, and the TWC unemployment benefits Tele-Centers. This network gives customers local access to workforce solutions and statewide services at numerous Workforce Solutions offices and six Tele-Centers.

Texas Workforce Solutions provide workforce development services that help workers find and keep good jobs, and help employers hire the skilled workers they need to grow their businesses. Our workforce partners include community colleges, adult basic education providers, local independent school districts, economic development groups, businesses and other state agencies. Collaboration and coordination among all partners play a critical role in the success of the Texas workforce system.

Boards are responsible for strategic planning of workforce services for employers and job seekers. The integrated workforce delivery system maximizes funding and productivity while eliminating duplicate efforts. Through performance-based contracts, TWC monitors and holds the Boards accountable for program performance and provides technical assistance.

We continue to cultivate emerging industries, support existing businesses, and enhance the skills development of the Texas workforce, taking advantage of strategic opportunities provided by swift economic change. We are dedicated to leading a market-driven workforce system that meets the needs of employers and workers and helps Texans prosper.

Commission on Human Rights & TWC's Civil Rights Division

The Commission on Human Rights governs the Civil Rights Division within TWC, establishing policies and supervising the director's administration of the division. The Commission on Human Rights is the state authority fair employment practice agency, separate from TWC's Commission. It is authorized, with respect to an unlawful employment practice, to: grant relief from the practice; seek relief from the practice; or institute criminal proceedings.

The Commission on Human Rights consists of seven members as follows: one member who represents industry, one member who represents labor, and five members who represent the public.
