The Texas Workforce Commission (Commission) adopts the repeal
of Chapter 805, Subchapter B relating to the Job Training Partnership Act
(JTPA) Program Delivery System without changes to the proposed text as published
in the June 9, 2000, issue of the
Texas Register
(25 TexReg 5603).
Background and Purpose: The JTPA was repealed and the State has fully implemented
the Workforce Investment Act (WIA)(29 U.S.C.A. §§2801
et seq.
) program, which replaces the JTPA in Texas. The provisions
in Chapter 805 Subchapter B are replaced with the provisions set forth in
the new and amended rules proposed concurrently for Chapter 801.
No comments were received on the repeal.
The repeal is adopted under Texas Labor Code §301.061 and §302.002,
which provide the Commission with the authority to adopt, amend, or repeal
such rules as it deems necessary for the effective administration of Commission
services and activities.
The repeal affects Texas Labor Code, Title 4, and Texas Government Code,
Chapter 2308.
The following rule(s) will be effective October 30, 2000.

of Chapter 805, Subchapter H, §§805.260-805.269, relating to Nondiscrimination
and Equal Opportunity, without changes to the proposed repeal as published
in the July 21, 2000 issue of the
Texas Register
(25 TexReg 6946). The text will not be republished.
Background and Purpose: The Job Training Partnership Act (JTPA) was repealed
