Beginning in 1991, Texas embarked on a comprehensive strategic planning process for all state agencies. House Bill 2009, 72nd Legislature, Regular Session, 1991, inaugurated the process, establishing the requirements and time frame under which Texas completed its first planning cycle. Since 1991, the statute has been amended in several sessions. Today, state agencies are required to submit an updated five-year strategic plan each biennium.
The plan outlines the vision, mission, goals, and objectives of the agency over the next five years as well as our strategies to meet our goals. The plan also defines specific measurements to help us determine how well we are meeting our goals in the future. An assessment of our current operations and our opportunities for improvement are essential components of the plan, as are customer service and information resources planning.
