Designated Mailing Addresses

Designated Mailing Addresses for Unemployment Claim and/or Chargeback Notices

Texas law allows Texas employers with a Texas Workforce Commission (TWC) account number to designate mailing addresses for:

  • unemployment benefit claims and decisions on those claims; and/or
  • chargebacks.

By using a designated address, employers with multiple locations can receive unemployment and chargeback notices at a unique location. These addresses may be any address you choose, such as your TWC Tax Department address or a service agent.

If you do not designate an address for:

  • Unemployment claim notices: TWC will mail them to the addresses where the former employee(s) last worked.
  • Chargeback notices: TWC will mail them to your address of record with the TWC Tax Department.

Note: If you currently use a service agent (third party representative) to handle unemployment insurance claims notices, you may designate that agent's address, as long as you have a Written Authorization Form (C-42) for that service agent on file with TWC (See 'Third Party Representation' below). Either you or your authorized service agent may request a designated claims or chargeback address.

To designate a claims and/or chargeback address, complete and submit the Designated Address Form (BR-001).

  • Designated Address Form (BR-001) Designated Address Form BR-001 MS Word or Designated Address Form BR-001 PDF allows an employer to designate a mailing address for unemployment claim and/or chargeback notices.

Note: A designated claims and/or chargeback address remains in place until you provide a new designated claims and/or chargeback address or you notify TWC that the designated address is no longer valid. Make sure you update your designated claims and/or chargeback address if you move or change your authorized third party representative.

Third Party Representation

If you designate a mailing address to a different company or a person not employed by your company, you must authorize that company or person to represent you with TWC by completing a Written Authorization Form (C-42). If you do not have a Form C-42 on file with TWC, attach one to the Designated Address Form (BR-001).

You may authorize a representative, such as a service agent or a Certified Public Account (CPA), to represent you in your relations with TWC. If you authorize a representative to transact all business with TWC by completing a Written Authorization Form C-42, they will serve as your lawful representative until you revoke authorization by completing a Revocation of Written Authorization Form, C-43.

  • Written Authorization Form (C-42) Written Authorization Form C-42 MS Word or Written Authorization Form C-42 PDF allows a representative to represent an employing unit in its relations with the TWC.
  • Revocation of Written Authorization Form (C-43) Revocation of Written Authorization Form C-43 MS Word or Revocation of Written Authorization Form C-43 PDF revokes a previously issued Written Authorization.

Tips for Handling Unemployment Claim and Chargeback Notices

Unemployment claim notices allow you to:

  • respond to an employee's request for unemployment benefits; and
  • provide detailed facts so TWC can make an appropriate decision regarding payment of unemployment benefits.

Chargeback notices allow you to:

  • verify wage credits used to establish unemployment benefit claims; and
  • provide separation information used to determine if benefits paid to the claimant will impact your unemployment tax rate.

Staff who respond to:

  • unemployment claim notices should have access to information about job separations that occur within your organization so they can provide TWC with detailed facts.
  • chargeback notices should have access to both wage and separation information to ensure TWC can determine if charges should be applied to your account.
