Career Schools and Colleges

Pursuant to The Law Regulating Career Schools and Colleges, (Texas Education Code, Chapter 132), we adjudicate appeals to determinations issued by the Career Schools and Colleges Department. The hearings are conducted in-person, in Austin, Texas. The hearings are subject to the Administrative Procedures Act.

An appeal to a determination pursuant to the Career Schools and Colleges Act must also be in writing and must be filed no later than 15 days from receipt of that determination. The appeal must be mailed to:

Practice and Decorum Standards (Career Schools and Colleges)

  1. In order to expedite the appeal process, all exhibits must be pre-marked by the administrative hearing officer prior to the hearing.
  2. All individuals, including spectators and witnesses, are required to follow the decorum observed in state district court. Parties and their counsel shall not disrupt the proceedings by conferring louder than a whisper. Other distractions, such as cellular telephones and loud rustling of papers, will not be tolerated.
  3. Witnesses sequestered under the Rule shall not discuss their testimony or any other aspect of the appeal. Counsel are placed under an ongoing duty to so instruct their witnesses and to enforce the Rule. Counsel are also obligated to immediately inform the presiding administrative hearing officer of the arrival of unsworn witnesses, in order that they may be placed under the Rule.
  4. Witnesses are to wait quietly outside the hearing room. Loud talking disturbs the hearing process and Agency staff who are working nearby. Witnesses shall properly dispose of their trash prior to leaving the waiting area.
  5. Soft drinks, tea, coffee, food, candy and chewing gum are not allowed in the hearing room. Newspapers shall not be read during hearing proceedings and, if brought into the hearing room, must be removed at the close of the hearing.
  6. No smoking is allowed on the premises of the Texas Workforce Commission. Smoking is only allowed outdoors.
  7. Staff telephones cannot be used for business or personal calls, whether local or long distance, by parties, witnesses or counsel.
  8. Any use of the agency copy machines or fax machines must be approved and paid for in advance.
  9. Counsel are responsible for ensuring that their witnesses comply with these instructions.
