On any command line in the TPTX1 tax system, enter "FA02",
which stands for Field Audit system, menu #2. The
Work With Audits menu appears. If you are already
in the audit system, you may reach this menu by
entering WA on the command line.
Purpose: The Browse Audit Candidate Menu
allows users to:
See unreleased and completed audit assignments.
Access the Audit Detail Screen to enter audit
results.
Screen Access: At the Browse Audit Candidate
Screen Menu choose Active Audit Candidates - (FA04),
Completed Audits for the Current Month - (FA05),
or History Audits Prior to the Current Month -
(FA06).

The Completed Audit Candidates Screen and the
History Audit Candidates Screen have an additional
column on the right side of the screen.
The Audit Detail screen is used to enter the results
of a recently completed audit. The screen may also
be used to view and/or correct the results of a
previously keyed audit.
Audit results entered on the Audit Detail Screen must be reviewed
by the Supervisor/Manager to ensure accuracy and agreement with the audit documentation.
Changes to previously keyed audit data may
be made in the local office if the original data
was keyed during the current month. Changes required
after the month ends must be made by Field Tax
Operations.
Purpose: The Audit Detail Screen allows
users to:
Key audit data by quarter for up to 12 quarters
via the BC or SC screens.
View audit data that was previously keyed
via the CC, HC, or SC screens.
Correct audit data that was previously keyed
via the CC, HC, or SC screens.

Special Hints for Using the
Audit Detail Screens:
All decimals must be keyed.
To view or change data of a previously completed
audit, use the CC or the HC screens depending
upon when the audit was completed. Overkey the
bad data with the correct information.
To key the results of a newly completed audit,
an AE locates the audit assignment through the
BC screen (a Supervisor uses the SC screen).
Move the cursor to the line for the audit assignment.
Press enter, and the Audit Detail Screen for
that particular audit assignment appears. Key
each quarter's data (up to 12 quarters). Pressing
PF8 advances to the next quarter. PF7 moves to
the previous quarter.
As the data for each quarter is completed,
the summary section of the screen rolls up the
totals. When the data for all quarters has been
entered, fill in the rest of the summary section
to complete the assignment. The audit date is
keyed as mm-dd-yy or mmddyy.
To view a particular quarter, place the cursor
on the number above the quarter and enter a number
from 1 to 12. Use PF7 and PF8 keys to scroll
forward and back.
Depressing Enter makes screen edits appear,
when necessary.
The Audit Detail Screen was updated to prevent data entry where Taxable Wages are greater
than Total Wages in any quarter or for the entire period audited. The program will display
the message “Taxable Wages > Total Wages” which will require the auditor to
make corrections before the program will accept the results.

A change audit is
an audit that required a change in the Agency
posted amounts for total wages, taxable wages,
or taxes owed. Enter a 1 for No, or a 2 for
Yes.

Enter up to three
digits. Hours are entered in whole numbers.

Audit Detail Screen & Audits with more than 12 Quarters:
The audit detail screen allows users to enter 12 quarters of data, however in some situations it's possible for a expanded audit to exceed this limit.
Solution: Key the audits data from the most recent quarter first, working backwards until you reach the 12th and last quarter on the audit detail screen. Manually add the number up for each additional quarter and key the results using the Qtr/Yr of the 12th quarter in the audit.
A supervisor uses this screen to view the audit
candidate list for an Accounts Examiner. It also
is used to view the results of a completed audit.
Move the cursor onto the same line as the particular
assignment, and press <ENTER>. The Maintain
Audit screen appears, and allows the supervisor
to take further action.
Purpose: A supervisor may use this screen
to:
View unreleased audit assignments, or view
the results of a completed audit.
Correct audit data that was previously keyed.

Special Hints for Using the Supervisor's Screen:
After a list of audit assignments for an Accounts
Examiner is displayed, the supervisor can view
the Audit Detail Screens for any audit by moving
the cursor onto the same line as the audit assignment,
and pressing ENTER. The Audit Detail Screen for
that particular audit assignment appears.

Special Hints for Using the Select Audit Candidates
Screen:
The selection routine takes several minutes
to complete its task.
The work list allows a maximum of 50 audit
candidates.
The requested number of candidates is compared
to the number already on the audit candidate
work list, and then assigns a mix of randomly
selected audit candidates and stratified audit
candidates.
Candidates will remain on the list indefinitely
until they are audited or rejected by the Accounts
Examiner or automatically refreshed by the system on the 3rd Wednesday of December.
The person requesting audit candidates must
be assigned a series of accounts.

AUDITS REQUESTED
Enter the number of candidates requested. The system allows a maximum of 50 audit candidates on the work list. Press Enter.
Purpose: The examiner's active audit candidate
list is displayed on this screen. A particular

View a list of the audit candidates on an examiner's
work list.
Display or reject an audit candidate on the

Screen:
An audit candidate may be rejected only by
the examiner on whose list the candidate appears.
Keying the Entity ID on the Audit Candidates
to be Rejected Screen will move the account to
the top of the list.
Key "?" in the reject reason location,
and press Enter. Explanations for the reject
codes are displayed.

Reject Reason #2
If an audit candidate appears on an examiner's
work list and that account was previously audited
within the last 36 months:
The Examiner may reject the audit candidate
if the previous audit results showed under reported
total wages, taxable wages, or tax to TWC. The
examiner may also choose to audit the candidate
again. The Supervisor/Manager will approve and document FTC with justification before an
auditor submits an audit on the same employer in less than 36 months. Example: Tattletale
assignment converted to audit due to misclassified workers found.
The Examiner will reject an audit candidate
if the account was audited within the last 36
months and the audit was a no change audit, or
the audit showed the employer over reported total
wages, taxable wages, or tax to TWC.
Reject Reason #6
There are several reasons that an audit candidate
might be rejected using Reason Code 6 listed above.
In the first four cases listed below, the Regional
Tax Manager should update the FTC screen.
If the employer has 500 or more different employees for the year.
If a conflict of interest exists between the
Accounts Examiner and the employer, the audit
should be rejected. The audit could still be
conducted by another Examiner, if the RTM chooses
to add the candidate to another Examiner's list.
If there is a duplicate audit assignment for
the same employer, the RTM may reject one of
the assignments by using reject reason #6.
If travel is not planned within one year to
an out-of-town location, then such an audit candidate
can be rejected.
If the RTM believes that an unusually large
number of audit candidates are coming from the
same small town or zip code, reject reason #6
may be used to reject some of the audit candidates.
Purpose: This screen is used to add an
audit candidate to an examiner's list. An audit
candidate may be assigned to any AE regardless
of zip code or tax area.

Special Hints for Using the Add Audit Candidates
Screen:
Key the Origin, Source, and Status (if changing
the Status to Released), and then press Enter.
The Issue and Release dates default to the
current date unless keyed over. The dates may
be keyed as mm-dd-yy or mmddyy.
The account number may be keyed as 99-999999-9
or 999999999. The zip code will be retrieved
and displayed.

A Tax Department Directive was issued stating
that A CANDIDATE SELECTED BY USING THIS SCREEN
MUST BE APPROVED BY THE REGIONAL TAX MANAGER.
The routine employed by this screen does not meet
the requirement to randomly select candidates for
audit, and is therefore known as a "targeted" system.
All audit candidates chosen via this screen must
be approved by the Regional Tax Manager.
The RTM may approve using this screen to complete
a special investigation that is being conducted,
however all accounts selected for audit via this
screen must have FTC documented by the RTM showing
the specific reason for the audit. The audit will
be coded with a source code of "M" Regional
Tax Manager.
Purpose:This screen allows audit candidates
to be selected by targeting certain specific criteria.
Candidates may be selected by zip code, number
of employees, SIC code, or Tax rate.
Screen Access: RA
Special Hints for Using the Request Audit Candidates
by Criteria Screen:
One or more targeted criteria fields may be
keyed to produce audit candidates. Pressing Enter
will cause the system to retrieve and display
10 audit candidates meeting the designated criteria.
By keying the AE number only and depressing
Enter, the system retrieves and displays the
first 10 candidates for the AE. The selection
may be restricted by entering 1 or more of the
selection criteria.
The screen returns 10 account numbers that
may be selected for audit by keying an S beside
each desired candidate. Press ENTER and the Add
Audit Candidate Screen appears with data already
entered in certain fields -- account number,
zip code, AE number, and an "A" for
add -- in order to add the account to the audit
candidate list. If no action is to be taken on
the Add Audit Candidate Screen, press PF3 to
return to the menu. Press PF4 to return to the
Request Audit Candidates Selection screen.
NOTE: Remember that any audit candidate selected
for audit through this screen does not meet the
minimum requirement for randomly selecting audit
candidates. SELECTION OF AUDIT CANDIDATES THROUGH
THIS SCREEN MUST BE APPROVED BY THE REGIONAL TAX
MANAGER. The Regional Tax Manager may approve
using this screen to complete special investigations,
however all accounts selected for audit via this
screen must have FTC documented by the RTM showing
the specific reason for the audit. The audit will
be coded with a source code of "M" Regional
Tax Manager.

under that code.

on the range of tax rates.
After the program selects 10 audit candidates,
it displays them on the screen:

Occasionally audit results get keyed, and at a
later date it is determined that the audit must
be deleted from the file of completed audits. Perhaps
the audit was keyed to the wrong account number,
or the audit does not meet minimum audit requirements,
or the scope of the audit was wrong. Mistakes happen,
and because of that, a process exists for deleting
already keyed audits.
Purpose: To delete a completed audit assignment.
Screen Access: DA
Special Hints for Using the Delete Completed
Audits Screen:
Supervisors may delete keyed audits during
the same month that the audit was keyed.
If the audit was keyed in a prior month, contact
Field Tax Operations and request that the audit
be deleted.
The "Erase" option only erases the
display information. It does not eliminate the
completed assignment.
