User's Guide

Overview

QuickFile requires registration for access to Unemployment Tax Services. During the quick and simple registration process, you will create your User ID and password that will be used each time you access the online system.  Your User ID will also work for any TWC Internet application. QuickFile has two component parts, one installed on your PC that checks the format of your data and another that resides on the TWC mainframe that ensures that you have the security authorization to file for each Employer ID submitted and that a report has not been previously submitted.

Your payroll program will have generated a file to submit to TWC. QuickFile analyzes this file and if it passes all checks, creates 2 transmittal files. The file names are based on your Federal Entity Identification Number (FEIN) and the time the files were created. QuickFile will then start your web browser and ask you to log on.

Next, you will have to select the QuickFile authorization file (i.e. Filename.qfh) created by the QuickFile program. The name and directory will be shown on the screen. This file is used to verify user authority on each account within the Quickfile Report. If everything is OK, another similar screen will appear for you to select the actual data file (i.e. Filename.ice.gz) to upload. The file name and location will be displayed.

Once the transfer is complete, the QuickFile History screen will display showing all activity associated with your User ID for the last 6 months.  "Status accepted" must be displayed on the current transmission.

Special Notes Concerning Multiple Accounts

This information is primarily of concern to accountants, payroll companies, service agents and payroll departments of businesses with multiple subsidiary employer accounts.

User ID Permissions: When uploading payroll data through QuickFile, the User ID sending the file must have permission to file reports for all employer accounts in the file. If the User ID does not have the Manage Wage Report permission for ALL employer tax accounts, then the entire file is rejected.

Allocation List for Service Agents: QuickFile does not support the allocation of a single remittance to multiple accounts.
